1979년 1월 그리핀 벨이란 이름의 요원이 상사에게 건넨 것으로 알려진 이 문서는 "내 기억 속에 가장 희한한 일이 일어났다"는 내용이 적혀있는 것으로 전해졌다. 백악관으로 이 메모가 보내졌다는 주장도 있으나 확인되지 않았다.
문서에서 벨 요원은 "농부들이 젖소들이 UFO에 납치되는 광경을 목격했으며, 이렇게 사라진 소들이 8000마리가 넘었다"면서 "이후 소들이 근처 공터나 지붕 등에서 시체로 발견됐는데 장기 일부가 사라지고 피가 다 사라져 `특별한 실험`을 한 뒤 버려진 것으로 추정된다"고 주장했다.
하지만 이에 대해 FBI 측은 "정보공개법에 의거해 웹사이트에 공개했을 뿐 외계인에 대해 조사한 사실은 없다"고 밝혔다.
